Council News

Financial Statements
Richard Steiginga of the Auditors, Collins and Barrow, presented the 1994 financial statements to council. He stated that North Kawartha is in good financial shape especially when compared with other municipalities. Building permits continued to rise in 2004 even though building activities in other areas have leveled off. He concluded that North Kawartha is “doing well and is well equipped to handle future financial requirements.”

Waste Site Closure
North Kawartha council made several significant changes to the waste sites as recommended by staff;  See notice on page 9.  Council discussed different alternatives to handle construction waste but were unable to arrive at a cost-effective solution. Local contractors will be advised of the changes as soon as possible.

Draft Fees and Charges By-Law
Council commented on some changes to the current fee schedule. There will be a new charge of $75.00 to inspect a property for planning purposes and other minor adjustments to three existing fees to cover actual costs.

Change to Location and Dates of Council Meetings
North Kawartha council has to move the location of the council and committee of adjustment meetings while the new municipal building is being constructed. To accommodate other activities in the municipality, commencing in October, the meetings will be held the first Thursday at the Apsley Community Centre at 9:30 am and the third Tuesday at the Wilson Park Community Centre at 9:30 am.

Removal of the Existing Council Chamber and Ambulance Buildings
A tender will be issued for the removal of the existing council chamber building and the house beside the ambulance garage. The garage will be moved to the works yard.

Fire Dispatch
Fire Chief, Ike Hill, discussed the alternatives for dispatching and paging. TAS Communication in Belleville and the City of Peterborough are the potential suppliers of the service. Although the City of Peterborough stated that they are in compliance with the Fire Marshall’s guidelines for dispatching, it was noted that TAS can supply a comparable service in the key areas for about $20,000 less per year. Chief Hill noted that no fire departments in the province meet the fire marshal’s guidelines. Reeve, Jim Whelan concluded that there appeared to be “no real reason to go with Peterborough and incur the extra cost.”

Burleigh Island Lodge Development
Council approved the minor variance to permit the construction of a pool and associated decking 16 feet closer than what would normally be permitted. This will be part of an overall site plan control agreement for the new fractional ownership development called North Rocks Development. The pool will not be constructed for a couple of years. Waste pool water will be pumped into the proposed Waterloo Biofilter system that will handle the sewage from the entire complex.

Asking Probing Questions

In management I was taught to judge a person by their questions rather than their answers.

A classic example is politicians.  You cannot be a curious thinker or gain knowledge on what is right or what is just if you are afraid to ask questions.  Relevant questions about issues are important to the well being of people and organizations.  

Our parliamentary culture on addressing issues is to repeatedly ask the same question but in a slightly different context in order to establish  the credibility and integrity of the members and the party.

A creative thinking person who is sincere will ask probing questions and question the facts in order to help maintain this honesty.  We should all possess this quality, but unfortunately we do not.

In management you harvest what you sow and the quality of a product reflects an image on you, your organization, and everyone.  So ask probing questions; if you get no response, don't be afraid to ask again.  What you gain and what your organization gains will be up to you and others.

ABC Seniors

Welcome back, seniors!!

As summer winds down, we have now returned to regular meetings.  Join us
for hot meals on the first Tuesday of the month,  Pot Luck on the 3rd Tuesday, and nutritious lunches in between.

An important event, our Annual Christmas Bazaar is fast approaching.  Mark your calendar for Nov 5th, 2005.  Come out for lunch, browse through tables of crafts, baked goods, books, and much more.

We have several tickets for the quilt still available to buy or sell. Please call me at
656-3865 if you require tickets or wish to assist us by selling a book or two.  Let's make this project the same success as prior years.

Don't panic!! It IS too early for Christmas shopping, but, at this time, may we also remind you of our Annual Christmas Dinner   will be held on Dec 6th, 2005.  Keep this day open.  Plan to attend as this is always a special occasion.

Craft Days are planned monthly. 
Thursday Sept 29 from 9am to 12pm.

October days are to be arranged.   Of course, line dancing with Alice is well underway.
