Reeve's Update
by Jim Whelan Council is supporting the North Kawartha Lifelong Learning Centres printing of a Kawartha North Community Directory by donating $700 to help cover the cost of design and printing. - - - - - - - - - - Due to no government funding being available for road and infrastructure repair the roadwork on Anstruther Lake Road is being deferred. Repair work to McFaddens Road and some resurfacing of Jack Lake Road will take place. - - - - - - - - - - Sand Dome Roof Repair at a cost of $7,450. - - - - - - - - - - Council received a draft bylaw regarding the use of signs in the township. Decision on this was deferred pending the county’s legislation on the same matter. - - - - - - - - - - Due to time conflicts, the meeting to consider the priorities of capital expenditures has been moved to May 24 at 9:30 am. - - - - - - - - - - The Ministry of the Environment (MOE) has approved the use of the Anstruther Waste site as a transfer site. The work at the Haultain site to accept large containers (bunkers) for construction waste is completed. CAO, Shannon Hunter stated that, unless there is an unexpected amount of waste dumped at the site, the facility on Hwy 620, may be able to stay open to the end of this summer. - - - - - - - - - - Woodview Golf Course Mr. Challenger, the new owner of the property located at 33 Northeys Bay Road, discussed his intention to build a nine-hole golf course. Rezoning for this application involves the Hamlet of Woodview, an environmentally sensitive area and a rural residential area. Council deferred any decision until Mr. Challenger has completed an Environmental Impact Study, a traffic study and a hydro-geological study. - - - - - - - - - - Closure of Road Allowance Affected by New Policy Statement Two landowners of properties abutting a road allowance leading to Chandos Lake found opposition to their proposal to purchase their halves of the allowance effectively closing the access to public traffic. Owners of a back lot near the allowance objected. In addition, Reeve, Jim Whelan, stated that the council has never closed a road allowance leading to a lake where there is an objection by another landowner. continued ... government will probably make it impossible to close any road allowances that provide potential public access. - - - - - - - - - - Council awarded the tender for gravel to Drain Brothers at a cost of $25,661, conditional on this amount being within the 2005 budget. Council members were disappointed that there was only one bidder and instructed staff to restructure next year’s tender to encourage more bidders. - - - - - - - - - - Council approved the expenditure of $675 to repaint the foyer, halls, washrooms and upstairs areas of the community centre. - - - - - - - - - - Kawartha Highlands Signature Site Park Reeve, Jim Whelan, was pleased to announce that he and Councilor-at-Large, Arnie Brown have met with Park Superintendent, Dave Coulas and have determined how trash will be removed from the park access sites. Parks Ontario has agreed to pay the full cost of pick-up and removal of the trash and recyclables from the access points. - - - - - - - - - - County Update Reeve, Jim Whelan, stated that the county is expected to approve the budget for two nursepractioners. One will be located at the Peterborough walk-in clinic and one will serve patients in the new Medical Center in Apsley. - - - - - - - - - - CAO, Shannon Hunter, distributed a draft plan for a new municipal building. Although many of the details have yet to be decided, council approved issuing a tender to design-build contractors to determine the cost of the facility. If the building’s cost is within the budget, construction could start next fall. Funding for the project will be from a government grant and from reserve funds so that taxes are not affected. - - - - - - - - - - No Gas Tax Rebate Council agreed to endorse a protest by the council of East Gwillimbury stating that the funds from the gas tax should be distributed based on the amount of roads in each community.
